At the time, the procedure through which AT&T discovered the users in question was uncertain, but know it has been leaked, and more important than that, a work around measure has been developed.
Apparently, the tethered iPhones send traffic data through an alternate APN, which is an AT&T access point/router which is destined for the sole purpose of identifying the tethered traffic and quantifying the traffic.
And so it came to pass that an app designed specifically for the dissimulation of tethered traffic, the PdaNet that comes with the option that presumably changes the APN for routing data. There is another app as well, TetherME that apparently AT&T cannot track, but the safest bet to avoid carrier tethering charges remains PdaNet.
The app is available via Cydia and we recommend it if you do not wish to pay for the same data twice and all you need to use it is a jailbroken iPhone, iPad, or iPod Touch. Just give it a go and tell us what you think about it.
